PURPOSE: An apparatus and a method for recognizing emotion using a voice signal are provided to accurately judge the emotional state of a speaker by using a parameter which reflects the utterance characteristics of a general parameter which reflects the emotional state.;CONSTITUTION: A normal characteristic parameter extractor(210) extracts a general characteristic parameter, which indicates an emotional state, from an inputted utterance sound. An utterance characteristic parameter extractor(220) extracts the utterance characteristic parameter which indicates an inputted utterance sound.
