PURPOSE: An underground warehouse layout system and an optimized operating method thereof are provided to maximize the heat storage effect of a underground warehouse since the operating rate of a freezer of each storage chamber is differently established as the operating time passes. CONSTITUTION: An underground storage house and an access tunnel are built on the lower part of a surface warehouse. A refrigerating compartment(1) is arranged on the center of the underground storage house, a freezing compartment(2) is arranged around the refrigerating compartment and a fixed temperature room is arranged to be spaced by a given distance at which there is no temperature interference with the freezing compartment. The access tunnel is formed to slope downwardly toward the storage house so that the cold air of the floor of the storage house is not leaked to outside.
