PURPOSE: An energy-saving high-efficiency water temperature difference heat pump cooling/heating system is provided to save energy by using an alternative energy source which is not used so far. CONSTITUTION: An energy-saving high-efficiency water temperature difference heat pump cooling/heating system comprises: a raw water cycle(10) which induces raw water from an unused water source such as a river, a dam, a reservoir, heat-exchanges the water in a buffering heat exchanger(20), and discharges the water; a circulating water cycle(30) which primarily heat-exchanges to the raw water cycle and secondarily heat-exchanges to the heat pump; a heat pump(40) which comprises an outdoor unit(50) which comprises an accumulator(53), a compressor(52), and an outdoor-side heat exchanger(51) heat-exchanging with the circulating water cycle and a plurality of indoor units(60) which comprises an electric expansion valve(61) and an indoor heat exchanger(62); and a water tank. A bypass pipe and a bypass valve which do not pass the buffering heat exchanger are installed between the raw water cycle and the circulating water cycle. The water tank is respectively connected to both sides of the bypass valve of the inlet side of the bypass pipe among the bypass piping by a feeding line.
