The controller has two braked axles (26, 28) designed for delivering a signal for changing an actuating variable so that a braking force is changed in brakes (18.1, 18.2) of one of the braked axles (26). The braked axles are designed for detecting a movement characteristic value, which indicates a delay of a towing vehicle (10) and designed for calculating a brake characteristic value under consideration of current brake temperatures. A brake force and/or a brake torque are obtained from the actuating variable and the movement characteristic value. An independent claim is also included for a method for determining a brake characteristic value of a brake.
