The device has plasma and ultrasonic effective areas (21,22) arranged next to each other, and three electrodes for generating plasma and ultrasonic pulses. A high voltage supplying device generates the plasma and ultrasonic pulses, and a reaction area filling device is formed for simultaneous or alternating filling of a reaction area with water, air or argon. A reaction gap is formed between the electrodes. The two electrodes are formed as inner and outer electrodes, respectively and covered with a dielectric element. An independent claim is also included for a method for operating a device for producing non-thermal plasma and ultrasonic pulses for medical application.
