The device has a figure-of-merit measurement unit for measuring a figure-of-merit of a transmission and reception active antenna (1). The figure-of-merit is equal to product of PIRE and Gant by Tsant, where the PIRE is equivalent isotropic radiated power, the Gant is gain of the antenna at a reception, and Tsant is the noise temperature of the antenna. A plan comprises measurement surface (3) with interconnection of positioning points of a radio frequency signal receiving and transmitting probe (2) at known distances that are approximately about few working wavelength of the active antenna. An independent claim is also included for a measurement method for calculating a figure-of-merit of an active antenna.
