The process comprises subjecting effluent to two steps of treatment carried out by activated sludge (1) and/or filtration membranes (2), and transferring heat between the raw effluent and the treated effluent. When the raw effluent has a temperature less than desired temperature for treatment, heat is removed from the treated effluent using a cold source and a heat pump and then used to heat to raw effluent before submitting it to the treatment. A heat exchanger is connected between a closed loop of liquid and an upstream end of raw effluent treatment stage.
