The device has a dosing chamber (C) provided with inlet openings and outlet openings. The chamber is constituted of a cup-shaped piece whose bottom is formed with the inlet openings, and a cover that slides in a cup, where the outlet openings are provided in the cover. A cap, having dimensions complementary to than that of the outlet openings, is fixed in a cup-shaped element such that the cap seals the outlet openings when the cover is pressed into the cup while the outlet opening is free when the cover is released from a pressed position.
