PPROBLEM TO BE SOLVED: To quickly align and accumulate paper-medium by an accumulating operation, and to delivery the paper-medium sheet by sheet by suppressing its redundant running by a delivery operation. PSOLUTION: In a paper-medium conveyance method, a charging roller is used to charge each paper medium into a positive pole or a negative pole, and an electric attractive force or an electric sparse force is generated between the adjacent paper medium to convey, accumulate or deliver the paper medium. The paper-medium handling device is provided with: an accumulation part for internally accumulating a plurality of paper media; and a paper-medium conveyance mechanism for fetching the paper medium in the accumulating section, and delivering the paper medium in the accumulation part to the outside.
