PROBLEM TO BE SOLVED: To provide a method of manufacturing a surface fine uneven body which has a fine uneven pattern, can control pitch and depth of the uneven pattern, and has a nano-buckling form excellent in pitch uniformity.SOLUTION: The method of manufacturing a surface fine uneven body having a nano-buckling form includes: a process for a sheet 10 having the nano-buckling form to have a deformation ratio of 1% or higher by heating and shrinking a heat-shrinkable film base material 11; a process to form a laminated sheet by providing at least one smooth hard layer 12 on at least one side of a resin base material made of a heat-shrinkable film; and a process to meander-deform the hard layer by heating and shrinking the laminated sheet at a rise rate of 0.1-10°C per minute from a temperature lower than a temperature Tg°C of the resin base material.
