PROBLEM TO BE SOLVED: To provide a sound absorbing panel providing a sound proof wall with sound absorbing performance and easily performing seeding and planting in a short period.;SOLUTION: A plastic three-dimensional solid network structure having sound absorbing performance by a sound absorbing material which is often used for a full-scale sound proof wall is used as the structural material of this panel. By the expected plants which tend to be easily twined to the panel such as ivy, seeding and planting can be easily performed in a short period.
