PROBLEM TO BE SOLVED: To enable low cost, easy and safe production of reduced water in place of an electrolysis method and a contact method of rare ore, such as germanium, by using a raw Japanese radish and a dried Japanese radish as a reducing agent.;SOLUTION: It is checked by a reduction potential measuring device that a reduction potential of a raw liquid obtained by grating the raw Japanese radish and filtering and extracting it is -70±10 mV.
