PPROBLEM TO BE SOLVED: To provide a carbon recycle type hydrogen production system in which carbon is recycled without discharging carbon dioxide, and a method for utilizing the same. PSOLUTION: The carbon recycle type hydrogen production system 1 includes: a fuel production apparatus 2 which synthesizes an oxygen-containing hydrocarbon; a fuel supply apparatus 3 which mixes the oxygen-containing hydrocarbon with water and raises the temperature of the mixture to a temperature suitable for steam reforming; a fuel reforming apparatus 4 which produces a reformed gas containing hydrogen and COSB2/SBfrom the oxygen-containing hydrocarbon; a COSB2/SBseparation and recovery apparatus 5 which separates and recovers the hydrogen and COSB2/SBin the reformed gas from the other impurities, respectively; and a hydrogen storage apparatus 6 which stores the separated hydrogen.
