PPROBLEM TO BE SOLVED: To provide improved high-frequency characteristic measurement system (10) and method for measuring characteristics of a high-frequency characteristic test object such as an antenna (12). PSOLUTION: The system includes: one or a plurality of reflectors 16 and 18 for reflecting high-frequency signals; a laser tracker (20); a plurality of retro targets (22) for reflecting laser beams of the laser tracker, which are arranged in the reflectors and are to be arranged in the high-frequency characteristic test object; and moreover a measuring unit (24). The measuring unit controls the laser tracker to measure three-dimensional coordinates of the high-frequency characteristic test object related to a propagation axis of a high-frequency signal (26) of the high-frequency characteristic test object and to measure three-dimensional coordinates of the one or plurality of reflectors related to a propagation axis of a high-frequency signal (28) of the one or plurality of reflectors.
