PROBLEM TO BE SOLVED: To solve a problem that a thermally expandable material doest not expand much to be capable of filling a volume-reducing part of a plastic pipe of a PVC pipe and does not completely close the pipe, although a pipe joint simply having a thermally expandable material inside is available.;SOLUTION: By using a shrinkable material that shrinks by heat on a fire, a first refractory layer 2 is closed to close a pipe line completely. Furthermore, this is a cylindrical refractory closing composite material formed of a shrinkable material layer 3, which may be provided as necessary, and a fire-proof layer 4 including a second thermally expandable material. The two thermally expandable member layers 2, 4 contain the thermally expandable material, plastics, and rubber. Or the shrinkable material layer 3 is a cylindrical sheet made of thermally shrinkable cylindrical plastics, rubber, or shape memory alloy having heat shrinkability.
