PROBLEM TO BE SOLVED: To automatically determine whether a business of a person in charge of the business is changed or not on the basis of similarity between an old organization to which the person in charge of the business belongs and a new organization to which the person in charge of the business belongs.;SOLUTION: An input part 11 inputs identification information of the person in charge of the business. An organization information extraction part 12 extracts organization information of the old organization to which the person in charge of the business belongs from old office organization information stored inside an old office organization DB 16 on the basis of the input identification information of the person in charge of the business, and extracts organization information of the new organization to which the person in charge of the business belongs from new office organization information stored inside a new office organization DB 17.
