PPROBLEM TO BE SOLVED: To provide a letter conversion device, a letter conversion method and a letter conversion program, wherein intention of a mail transmitter is correctly expressed. PSOLUTION: The letter conversion device includes: a dictionary data storage section 21 for storing a Japanese reading syllabary corresponding to a pictorial symbol or an intonation pattern, or both of them; a control section 13 which extracts at least either of Japanese reading syllabary corresponding to the pictorial symbol or the intonation pattern, and determines whether or not, a sentence in which the extracted Japanese reading syllabary or the intonation pattern is embedded in the letter data is understood, and outputs the letter data which is understood, with reference to the dictionary data storage section 21; and a speech synthesis section 14 for converting the letter data from the control section 13, to a speech data reflecting the intonation pattern which is embedded in the letter data.
