PROBLEM TO BE SOLVED: To obtain a smooth moving image in a special reproduction such as reverse reproduction and fast forward reproduction when a high compression rate is realized and coding using a difference between frames and an in-frame coding are intermingled in frames in order to realize a high compression rate and smooth a communication load and a processing load. SOLUTION: Succeeding frames f2-f5 are decoded properly from a key frame f1, a reference frame is deployed on the basis of a key GOB in the frames f2-f5 and an image for fast forward reproduction is obtained by reverse reproduction reverse to the time base or thinning reproduced frames while obtaining succeeding key frames based on the reference frame.
