PROBLEM TO BE SOLVED: To provide an oxidizing agent having low toxicity, capable of being easily handled, capable of eliminating necessity of wearing protective clothing, etc., capable of being prevented from spontaneously burning when a catalyst is not used, having high safety because of having no risk of backfire, capable of controlling a burning rate, capable of being stably maintained at suitable pressure when used, capable of being decreased in a possibility of an emergency stop and damage to the catalyst, and having a performance equal to those of conventional products, to provide a liquid propellant given by using the same, and method for forming a high-temperature gas.;SOLUTION: This liquid oxidizing agent is given by dissolving hydroxylammonium nitrate and hydrazinium nitrate in water and further contains a fuel component in an amount of ≤10 wt.%. Further, the method for forming the high-temperature gas comprises storing the liquid oxidizing agent separately from a solid fuel or a liquid fuel, then mixing or contacting the oxidizing agent with the solid or liquid fuel immediately before they are used, and igniting them.;COPYRIGHT: (C)2007,JPO&INPIT
