PROBLEM TO BE SOLVED: To provide a system for aiding the operation of water reservoir facility or the like, which reduces non-utilized discharged water.;SOLUTION: In a management planning system 30, the total expectation value ΣP(R_m+1|R_m)F_m+1(ST, H_m+1, R_m+1) of accumulated power generation amount F_m+1 up to (m+1) month, which is obtained by changing and totaling a flow amount R_m+1, is added to a power generation amount B (H_m, R_m, H_m+1) in m-month calculated based on the water level H_m of m-month, the water level H_m+1 of the next following month and the flow amount R_m of the current month. A value obtained by multiplying a square of the non-utilized discharged water amount S_m of m-month by a penalty coefficient a^*, is deducted from the value obtained by the addition, to calculate an accumulated value, so that the water lever maximized in the accumulated value is determined.;COPYRIGHT: (C)2011,JPO&INPIT
