PROBLEM TO BE SOLVED: To provide an IC card, a reader/writer and an IC card system, which set an operating condition of the IC card to an optimum condition by an application and the reader/writer corresponding to plural applications and reader/ writers and a method for setting the operating condition of the IC card. SOLUTION: In a reader/writer 2, an attribute information transmission section 2a transmits a power supply information on a power supply and a frequency information on an operating frequency that may be supplied to the IC card 1 to the IC card and in the IC card 1, an operating condition setting section 1a sets the operating condition that may perform a maximum speed processing within an operable range based on the power supply and frequency information.
