PROBLEM TO BE SOLVED: To enable a user to enjoy services without changing secret information even if the user loses information for service utilization which is held by the user.;SOLUTION: If a terminal 2 transmits secret information S to a secret information management system 1, the system 1 divides the secret information S into a plurality of items of data using a secret dispersion method A, and causes storing servers 3a, 3b and the terminal 2 to store the divided data. If the terminal 2 transmits the divided data to the system 1 at the time of utilizing services, the system 1 restores the secret information S from the transmitted divided data and the divided data in the storing servers 3a, 3b using the secret dispersion method A, and transmits the secret information S to a service providing system 5.
