PROBLEM TO BE SOLVED: To provide a method and device for preventing the flooding of illegal actions, and for allowing a user to perform the allowable maximum number of times of rewriting. SOLUTION: This method for managing the number of times of information rewriting comprises a writing step for writing information in a prescribed order in an information storage area 204 including at least one word of a non-volatile memory 201 capable of writing by each word including plural bits and capable of erasing by each sector including plural words and a reading step for retrieving and reading information written at last within the range of the prescribed allowable number of times among pieces of information written in the information storage area 204.
