A sea hydro-technical construction has reinforced concrete frame that has vertical standpipes, upper structure, basement and wave suppression chamber. The basement is arranged as a box concreted with anchor root piles. Vertical standpipes of reinforced-concrete frame have cavities and structural elements that destruct ice, those are arranged as conical pinions placed in zone of variable level of water. Wave suppression chamber is formed with plates of the upper structure and structural element as grate plates installed under the plates of the upper structure. Reinforced-concrete frame is connected to basement with metal cable con-rods that go through cavities in the vertical standpipes, are fixed to heads of root piles and are pre-stressed.
