The present invention relates to a touch cell structure having significantly high sensitivity and accuracy, to a touch panel using same, and to a touch input detection method. The touch cell structure of the present invention comprises: a conductive pad (50) which forms an electrostatic capacity (Ct) between touch means and the conductive pad (50) when touch means such as a human finger (25) or a conductor having electric characteristics similar to those of the human finger (25) approaches the conductive pad (50) within a predetermined distance (d); a three-terminal switching element (40) which has an input terminal or an output terminal connected to the conductive pad (50), and which is turned on/off by a control signal applied to a control terminal thereof, so as to charge or discharge the electrostatic capacity (Ct) formed between the touch means and the conductive pad (50); and a capacitor (C1) connected between the control terminal of the switching element (40) and the conductive pad (50). Preferably, a capacitor (C2) can be added between the conductive pad (50) and the ground so as to clarify the kickback difference between the switching element (40) and the conductive pad (50) and obtain a signal in a stable manner. A technical advantage of the present invention is that the electrostatic capacity (Ct) formed between the touch means and the conductive pad is a key factor for determining a kickback, and thus the kickback difference, which varies depending on whether or not a touch input has occurred, significantly varies signals outputted from the switching element (40), thereby improving the sensitivity of touch input detection and the accuracy of the detection, significantly reducing the influence of external noise, and digitally detecting the signals outputted from the switching element (40) without an analog-to-digital (A/D) conversion.
