PURPOSE: A developing device and an image forming apparatus are provided to reduce the power consumption which is needed for fixing a rotation unit.;CONSTITUTION: A rotation unit(104) rotates a plurality of developing devices in order to be located at the position of developing an image of a photoconductor drum(20). The rotation unit driving mean rotates the rotation unit. A developing roll driving mean drives at least one or more developing devices.
