PURPOSE: An apparatus for dynamically generating a VOD advertisement and transmitting the VOD advertisement to a multi terminal is provided to prevent the loss of advertising cost due to advertisement skipping. ;CONSTITUTION: An advertisement receiving information management unit(131) connects and stores advertisement receiving information with the identifier of an STB(Set Top Box). An advertisement providing information management unit(132) connects and stores advertisement providing information with the identifier of advertisement. An advertisement contents template generator(135) creates the template of advertisement contents.
