PURPOSE: A disaster monitoring system and a disaster monitoring system operation method are provided to secure and store a detailed image of a monitoring area, thereby stably monitoring images of various areas by transmitting image data with low resolution from a plurality of camera parts at the same time.;CONSTITUTION: A camera part(100) of a disaster monitoring system comprises a photographing part(110), an encoding part(125), a communication part(135), and a control part(140). The photographing part acquires image data of a monitoring area. The encoding part compresses the acquired image data from the photographing part. The communication part transmits the compressed image data from the encoding part to a control system side.
