PURPOSE: A mobile communication device and a control method thereof, a mobile communication terminal and a control method thereof related to the dynamic allocation of a carrier are provided to dynamically allocate a carrier according to the load of a mobile communication network. CONSTITUTION: A request receiving unit(210) receives a carrier assignment request from a mobile communication terminal. A network load determining unit(220) determines a network load based on a communication amount. A carrier allocation response unit(230) allocates carrier which has smaller numbers than the maximum allocation numbers. The carrier allocation response unit transmits corresponding carrier allocation information to the mobile communication terminal.
