PURPOSE: A transition metal oxide/graphene complex and a method for manufacturing the same using a microwave-hydrothermal method are provided to simultaneously implement a transition metal oxide-nano-complex material synthesizing process and a graphite oxide reducing process. CONSTITUTION: Graphite oxide powder is dispersed in distilled water. A dispersing solution and transition metal salt are mixed. The mixed solution is reacted under microwave. 0.001-0.5 parts by weight of the graphite oxide powder is included in 100 parts by weight of the distilled water. The transition metal salt is one or more selected from ruthenium, nickel, vanadium, cobalt, manganese, iron and titanium. 0.01-20 parts by weight of the transition metal salt is included in 1 parts by weight of the graphite oxide.
