PURPOSE: As to the sea-island of the neritic province and junction precision topography of the upland rice, the manufacturing method welds the depth of water of the sea area which is close with geomorphic data and neritic province of the neritic province and data of the sea surface by using the coordinate converter. The accuracy of the connection part of land and sea are improved remarkably. CONSTITUTION: The reference point is instituted in the fixed position of the corresponding neritic province. The global positioning system pause location survey and leveling are enforced and the WGS84 stalk/latitude coordinate and shiitake value of the GRS80 ellipsoid obtain. 3D geomorphic data about the neritic province obtains by using the laser signal flag.
