PURPOSE: A medium that a program for deciding a prior order in an applying energy saving design is stored, and a prior order deciding system that the program is installed are provided to enhance the energy performance of a building by changing the components of an external structure of a building depending on a building condition for the energy saving of the building. CONSTITUTION: In order to determine the priority of energy saving design application of a building, the element values of decision elements(b1-b16) is determined. The condition of the building is reflected to the decision of element values. The importance of decision elements is calculated and is the importance for the energy saving design in the each portion of the building. Based on the element values and the importance, the suitability degree for the energy saving design is calculated.
