The device has a hand lever provided with a cutter blade and provided at an end of a sectional goods groove via four rotary points. A traction spring (d) is fixed at joint arms such that the hand lever is held upward. A rubber ring disk is provided on a groove wedge axis. A saw tooth clutch is provided between the rubber ring disk and a transport roller. The rubber ring disk is movable via an adjusting lever such that rotation of the disk is aligned according to a profile of a segment lever to obtain sectional length that ranges from 3 mm to 40 mm.
