The element has a heating resistor (2) i.e. lamellar, fastened on a ceramic printed circuit board (1). A heat reflector (3) is arranged at a side of the printed circuit board to be used as a rear side. A temperature regulator (4) and a main connection part (5) are connected with an electrical power line. An oblong infrared heating element is connected to the main connection part. Wavelength of heat rays of the infrared heating element is of 0.78-1.4 micro meter. The infrared heating element is fastened to the printed circuit board. An independent claim is also included for a method for producing an electrical flat heating element.
