The frame (10) has a partially rotating sealing formed between primary and secondary components though a flat sealing strip section (11) that includes two sides (S1, S2). A sealing lip section (12) is arranged in one of the sides of the sealing strip section for filling to complete a joint that rotates at the primary component e.g. roof beam, over the secondary component e.g. window frame. A spring section (13) is arranged on another side of the sealing strip section and arranged in a groove at the primary component for fastening the frame at the primary component. The sealing lip portion comprises a weather-proof material and permanent elastic material i.e. chloroprene rubber.
