PROBLEM TO BE SOLVED: To improve evaluation accuracy of an implementation degree of development process.;SOLUTION: To solve the problem, an evaluation apparatus for evaluating an implementation degree of development process by a development risk includes: risk influence degree determination means for determining a risk influence degree in the development process, based on risk data to an implementation degree of scheduled process and a risk influence degree for each preset development risk; risk man-hour conversion means for using one or more preset conversion equations to calculate a risk man-hour from a determination result obtained by the risk influence degree determination means; and evaluation means for evaluating whether or not the implementation degree of the development process is appropriate, by comparing the risk man-hour obtained by the risk man-hour conversion means with an additional man-hour which is added to the development process at the present moment.;COPYRIGHT: (C)2012,JPO&INPIT
