PROBLEM TO BE SOLVED: To improve operation efficiency associated with creation and management of a service manual.SOLUTION: A service manual creation and management system 10 which creates and manages a service manual 40 of a product includes operation procedure information storage means (11) of storing operation procedure information representing procedures of operation for manufacturing the product, reference information addition means (12, 13) of extracting selected information from the operation procedure information, and adding reference information on extraction sources to the extracted information, service manual creation means (14) of creating the service manual 40 based upon the information to which the reference information extracted by the reference information addition means (12, 13) is added, and retrieval means (16) of retrieving operation procedure information on an extraction source using the reference information of the service manual 40 added by the reference information addition means (12, 13).
