PROBLEM TO BE SOLVED: To provide an operation condition optimization system of a plant or the like which is easily modeled at low cost, is actually implemented in a plant by using a variable controlled and set by a person and gives an optimum operation condition in a range keeping correlation between variables shown by acquired data.SOLUTION: A measurement data recording part 43 associates operational state data S-DATA acquired by an operational state data acquisition part 41 with operational index data I-DATA calculated by an operational index data acquisition part 42 based on a prescribed item, and records it as a series of measurement data in a measurement DB. A regression model creation part 44 performs a prescribed multivariable analysis using an operational state variable showing the operational state data S-DATA side as an explanatory variable and an operational index variable showing the operational index data I-DATA side as an objective variable and creates a regression model. An operational index variable optimization part 45 calculates an operational state variable optimizing the operational index variable based on the regression model.
