PROBLEM TO BE SOLVED: To provide a method of manufacturing a transparent conductive film in which the transparent conductive film without color tone and with high transparent conductivity can be inexpensively and easily manufactured by using a coating process, and to provide a carbon nanotube/conductive polymer composite dispersion liquid which is used for the method of manufacturing the transparent conductive film.SOLUTION: A hydrophilic conductive polymer is mixed to a carbon nanotube which is given a hydrophilic group on the surface so as to become 0.5 or more and 4 or less in weight ratio and dispersed in a solvent, and the concentration of the carbon nanotube is made to be 0.1 g/L or more and 2.0 g/L or less, thereby manufacturing a carbon nanotube/conductive polymer composite dispersion liquid. The transparent conductive film is manufactured by coating the carbon nanotube/conductive polymer composite dispersion liquid on a transparent base material.
