PROBLEM TO BE SOLVED: To provide an image quality evaluation device and an image quality evaluation method evaluating a layer state of a toner layer on a recording medium, having a favorable dot reproducibility, having neither image density unevenness nor vertical stripes, and capable of evaluating a toner.;SOLUTION: This image quality evaluation device includes: irradiation means irradiating, with laser light, the surface of a recording medium formed by carrying a toner layer on the surface; measuring means for detecting reflected light of the laser light; a suction means for sucking the toner carried on the surface of the recording medium; and drive means for actuating the irradiation means, the measuring means, and the suction means. After the drive means actuates the irradiation means, the measuring means and the suction means at prescribed positions on the recording medium, the irradiation means applies the laser light at the prescribed position on the recording medium, the measuring means detects the reflected light before the suction, and subsequently the suction means sucks the toner at the prescribed position. Then, the irradiation means applies the laser light at the prescribed position after the toner is sucked by the suction means, and the measuring means detects the reflected light after the suction.;COPYRIGHT: (C)2012,JPO&INPIT
