PROBLEM TO BE SOLVED: To simply and reliably create an approved document with sense as if a user actually placed a seal with a stamp or put a signature thereon.SOLUTION: An approved document creation device includes at least: a communication part for receiving document data; an image reading part for reading a surface of a stamp put by an approver of the document or a signature written on an input surface by the approver of the document; a registration part for transmitting data of a stamp image having read the surface of the stamp or a signature image having read the signature to a server which creates a certificate for the seal image or the signature image, and receiving place information from the server for specifying a storage place of the certificate created by the server; and a document creation part for creating an approved document by synthesizing the stamp image or the signature image on an image of the document, and further putting the place information therein.
