PROBLEM TO BE SOLVED: To improve bit rate and/or distortion control for MPEG4-AVC applications.;SOLUTION: Regarding each of macro blocks in a frame containing a block of one or more transform coefficients, the percentage (ρ) of a quantized coefficient to obtain zero amplitude is determined in accordance with an application value of quantization parameters. Based on information relating to the relationship between (ρ) and quantization parameters of the macro block, in the case of processing of the macro block, an encoder output bit rate R is controlled using quantization parameter values such that the bit rate R is controlled based on R(ρ)=Θ*(100-ρ) with Θ as a constant and when controlling the encoder output bit rate R, a quantization parameter value to be applied to a current macro block is constrained by a predetermined deviation from the average of the quantization parameter values for all prior macro blocks till the current macro block.;COPYRIGHT: (C)2007,JPO&INPIT
