PROBLEM TO BE SOLVED: To provide a distribution system or the like capable of obtaining a distribution rate of contents necessary and sufficient in both ADSL environmental node and optical fiber environmental node while securing the connectability to a faster distribution system.;SOLUTION: Only when the ADSL environmental node ratio in a second distribution system S2 is less than 20 percent, the ADSL environmental node which newly participates in a distribution system S is allowed to participate in the second distribution system S2.
