PPROBLEM TO BE SOLVED: To provide an emission quota trading system which can achieve an emission limit even when a desired emission quota is not attained after trading emission quotas. PSOLUTION: The emission quota trading system includes: an emission amount calculating section 103 which obtains a past record of a specified substance emission amount for an apparatus targeting an emission limit of a specified substance; an emission amount storing section 104 which stores the emission limit and past record of the specified substance; an emission quota trading section 105 which trades an emission quota as a change of the emission limit of the specified substance on the basis of the emission limit of the specified substance and an emission amount of the specified substance; and a control rule modifying section 106 which obtains a rule for controlling a control target apparatus and a relation between operation of the control target apparatus and the emission amount of the specified substance, and modifies the rule for controlling the control target apparatus on the basis of an obtained emission quota as a result of emission quota trading performed in the emission quota trading section 105 and the emission amount of the specified substance of a controller.
