PPROBLEM TO BE SOLVED: To detect a water flow area by only an image signal that has a river or the like as subject, without having to install any object in water. PSOLUTION: This water flow area detection system/method is provided with a frame addition part 2 for adding images, including the water flow area and a non-water-flow area photographed by using a fixed camera CM over a plurality of frames; a space filter processing part 3 for intensifying an edge component in an added image; a binarization processing part 4 for classifying respective pixels in an image generated by the space filer processing part 3, based on whether the each pixel is an edge pixel; and an area division part 5A for determining the water flow area and a non-water-flow area, based on the binarized image obtained, and the water flow area is thereby detected by only the image signal with the river or the like as the subject, without having to install any object in the water.
