#$%^&*AU2012100862A420120719.pdf#####1/1 ABSTRACT The Horton Education and Training Risk Decision Making Heuristic Model is an innovative process that enables organisational managers from Chief Executive Officers through to training personnel to make effective training decisions and help ensure successful organisational training outcomes. The Horton Education and Training Risk Decision Making Heuristic Model applies the logic developed by the international Risk Management Standard (ISO 3100:2009 Risk Management) specifically to education and training decision making. The Heuristic model developed by Horton allows for a higher level of organisation training decision making than currently available to Australian organisations due to the application of risk management logic to training decision enabling sequenced decision making that ranks and prioritises organisational training approaches in accordance with perceived levels of organisation risk. The Horton Education and Training Risk Decision Making Heuristic Model is embodied in a set of training matrixes that can be used by managers at any level within an organisation hierarchy to undertake a meta-analysis of training needs and make effective training decisions. The decision making process defined by Horton's Heuristic model provides a logical sequence for organisational managers to communicate about training issues and provides a superior audit trail for justification to statutory and legislative compliance agencies.
