Embodiments provide an arrangement for electro-optic modulation. The arrangement includes a fin structure including a light guiding structure; a first metal portion disposed over a first side wall of the fin structure; a second metal portion disposed over a second side wall of the fin structure, the second side wall being opposite to the first side wall; and a light in-coupling element arranged relative to the fin structure such that the light can be in-coupled into the fin structure.
