The present invention relates to a pre-processing device for removing the insides and separating out the rinds of maize stalks, to a pulp-making method using the same, and to a paper-making method using the same, whereby it is possible to produce high-quality pulp by developing a device and technique for separating the rinds, insides and cut-offs which has been proving to be the greatest impediment to the volume production of high-quality paper-making pulp.
