PURPOSE: A stainless electrode with a mesoporous TiO2 layer formed using gas cluster coating, method and device for manufacturing the same are provided to enhance corrosion resistance, conductivity and hydrophilicity since a stainless steel material is used as an ionized-water generator.;CONSTITUTION: A stainless electrode with a mesoporous TiO2 layer formed using gas cluster coating is as follows. Nitride is injected and precipitated from the surface of a stainless steel material(100) and at the same time, a TiO2 layer is covered. The concentration of nitride is 2000 ~ 4000 ppm. The TiO2 layer is a mesoporous structure with an air gap of 2~50nm and has hydrophilicity and a water contact angle of 0 ~ 40°.
