PURPOSE: An optical path regulating apparatus and a photographing device having the same are provided to reduce a size of an actuating unit and rapidly move a three-dimensional aperture a by performing a three-dimensional photographing because first and second blades are rotated at an installation position.;CONSTITUTION: An optical path regulating apparatus(30) comprises a supporting plate(20), a two-dimensional aperture(117), and a three-dimensional aperture(10). Lights passed through a through-hole(21) of the supporting plate. The two-dimensional aperture comprises a plurality of first blinds(11) and a plurality of second blinds(12). The plurality of first blinds is arranged by corresponding to a first region of the through-hole and moves to close or open the first region.
